During one of my assignments deep
inside Jharkhand, I witnessed a striking—and concerning—scene. Villagers were
precariously balancing themselves on fast-moving vehicles of various sizes,
racing back from a local weekly market. Curious, I spoke to some of them, and
they explained that people from nearby villages and suburbs had gathered for
shopping and were now returning home in a hurry.
It was a chaotic scene—overcrowded
vehicles rushing along narrow roads, with hardly any space to move. I quickly
took out my beloved Canon EOS 1D Mark III, fitted with the 16-35mm
f/2.8 lens, and adjusted the settings to capture the motion. For such
shots, shutter speed plays a crucial role, so I carefully set it to 1/50 sec
to highlight the movement and urgency of the scene.
As I’ve often shared with fellow
young photographers, adding meaningful elements to a photograph draws viewers’
attention and tells a deeper story. In this image, the overcrowding, overloaded
vehicles, and the sense of movement come together to create a powerful
narrative—one that speaks louder than words.
However, what may look compelling in
a photograph reflects a grave reality. Overloaded vehicles are a common
sight—not just in this region but across the country—and they contribute to
road accidents, injuries, and fatalities. The Motor Vehicles Act of 1988
and its 2019 amendment clearly mandate that excess loads be offloaded at
the owner's expense, with penalties including:

Base fine of ₹20,000 for goods vehicles and ₹2,000 per extra ton
✔ Repeated violations can lead to
suspension of licenses and legal action
✔ Weighbridges and portable scales
are installed for monitoring compliance
The dangers and financial
repercussions are immense:

Accelerates road wear and increases government maintenance costs
➡ Major cause of accidents, risking
lives daily
➡ Reduces vehicle lifespan, leading
to frequent mechanical failures
➡ Raises fuel consumption and tire
wear, increasing operational costs
➡ Drivers may lose insurance
benefits, licenses, or even vehicle registration
➡ Technologies like weighbridges and
electronic monitoring systems are used to detect overloaded vehicles
automatically
Overloading not only endangers lives
but also drains resources. Increased fuel consumption, compromised vehicle
handling, and greater wear and tear translate into avoidable expenses. Beyond
monetary loss, legal penalties, including heavy fines and license suspension,
can cripple livelihoods.
Safety matters. Overloading is neither economically wise nor legally
acceptable. Responsible transport ensures not only compliance but also the
well-being of everyone on the road.
